The city of El Paso, Texas operates five waste disposal convenience centers which they call Citizens Collection Stations. These locations serve residents who drop off waste and recyclables into multiple open-top containers. The busy Pendale, Citizen Collection Station handles 1000 tons of waste per month.
It sees about 2000 vehicles per week pass through the facility with items being deposited into one (or more) of ten containers. When the containers reach the fill line, they must be hauled away and replaced—creating two major challenges:
